That's pretty clear: it's a location for contemporary sculpture, and there is no permanent exhibition - by implication because the intention is to stay fresh and contemporary. In addition, [[COM:FOP#Germany]] mentions the case of ''Private property that cannot be freely accessed, e.g. because it is enclosed by a fence or there is some form of admission control'' - and the park seems to be owned by [http://skulpturenparkkoeln.de/en/foundation/about-us.html a foundation] and may have admission control (though admission is free).
