In an interview with the German press [[Deutsche Welle]] in [[1996]], [[Lee Teng-hui]], the [[President of the Republic of China]] on [[Taiwan]],  stated that “Since the introduction of its constitutional reforms in 1991, [[Republic of China|Taiwan]] has redefined its relationship with mainland China as being state to state relations or at least special state-to-state relations”.

The announcement, which referred directly to the controversial [[political status of Taiwan]], angered the PRC officials and ultimately triggered the [[Third Taiwan Strait Crisis]].
