A resident of Irving, since [[1960]], James Dickens is the son of a [[United States|U.S.]] father and a [[Mexico|Mexican]] mother. He is fluent in [[Spanish language|Spanish]]. Dickens has two sisters, Linda and Eileen, who resides in [[Puebla]], [[Mexico]], with the maternal family.

Dickens is a City of Irving Public Works/Engineering retiree. [[As of 2007]], he currently serves as a member of the council's Public Works committee and chair of the Community Services committee. He also serves as the Council liaison to the Parks and Recreation Board and Youth Council, as well as the alternate liaison to the Preservation and Redevelopment Board.
