Some parts of this seem to go against the nature of Wikipedia, imo.  Not being able to create new main namespace pages until you have recognition stops someone new from coming along and creating a fantastic new article - they have to edit other articles and draw attention to themselves. It is well worth reading Alfie Kohn's book 'Punished by Rewards' before contemplating point based systems for organizing social systems.  http://www.thewellspring.com/Cat/Adult_books/punished.html

I think it goes against the wiki philosophy, in that everyone is equal ([[Animal Farm|but sysops are more equal than some]] :P). New users should not be stopped from being able to create and edit in the same way as any other user. I don't think vandalism is such an uncontrollable problem that a system such as this is needed.
