Some parts of this seem to go against the nature of Wikipedia, imo.  Not being able to create new main namespace pages until you have recognition stops someone new from coming along and creating a fantastic new article - they have to edit other articles and draw attention to themselves. I second Cyrius's remarks, once you create a point system you don't have an encyclopedia, you have an encyclopedia game. It changes the focus in a way that at first seems neutral, but in fact is the opposite.
