[[13 April]] [[1974]]) is an american captain of the [[Navy]]. == Biography == After graduating from [[Tulane University]] in [[1913]] with a degree in [[mechanical]] and [[electrical engineering]], he joins the [[army]] in [[1917]], first in the Military Aeronautics Service Division and then the Navy as a commissioned Ensign before Submarine School, in [[1918]] and in [[1921]], a commission in the Naval Reserve, until [[1941]]. During [[World War I]], he served in the [[Army Air Corps]]. From [[1941]] to [[1946]], he serves as Assistant District Personnel Officer for the [[United States naval districts|Eighth Naval District]]. He founded, in 1921, the ''Equitable Equipment Company''. From [[1950]] to [[1958]], he is Chairman of the Mississippi River Bridge Authority and organizes the construction of the [[Greater New Orleans Bridge]].
