He may be a pest, but legal threats are still not a valid reason for blocking someone&mdash;not that [http://mail.wikimedia.org/pipermail/wikien-l/2004-November/032220.html this] is obviously a legal threat; it's whinging, yes, but I don't see any promises of legal action.
