A resident of Irving, since [[1960]], James Dickens is the son of a [[United States|U.S.]] father and a [[Mexico|Mexican]] mother. He is fluent in [[Spanish language|Spanish]]. Dickens has two sisters, Linda and Eileen, who resides in [[Puebla]], [[Mexico]], with the maternal family.
Dickens is a City of Irving Public Works/Engineering retiree. [[As of 2007]], he currently serves as a member of the council's Public Works committee and chair of the Community Services committee. He also serves as the Council liaison to the Parks and Recreation Board and Youth Council, as well as the alternate liaison to the Preservation and Redevelopment Board. Additionally, Dickens serves on the Board of Directors of the [[North Texas]] Urban League and the Supplemental Benefits Plan Board.
Dickens was first elected in [[2001]]. He was re-elected in [[May 2004]] to serve a three-year term. On [[May 12]], 2007, Dickens lost his bid for reelection to Thomas D. Spink by a vote of 3,901 to 2,700. City council elections in Texas are [[nonpartisan]].
