Revision 24431288 of "User:BDAbramson/RFA proposal" on enwiki

This page is the drawing board for a number of proposals that I plan to flesh out in order to reduce some concerns that have arisen about the RfA process, specifically that it has become somewhat politicized, is occasionally vitriolic, and has drifted away from its basic purpose, which is to provide useful tools to users who can be trusted with them.

The fundamental elements of this proposal are as follows:

#Split up the process:
##Split RfA into a 2-step process, with the first step being to create ''administrators'' with limited admin powers, and the second being to create ''senior administrators'' with the full array of administrative powers. All current admins will automatically become senior admins upon enactment of this proposal.
##The limited powers of the administrator will include:
###The rollback button;
###The power to delete/undelete pages in the article space only (other page types raise issues that a more experienced hand should address);
###The power to ''temporarily'' protect/unprotect pages in the article, image, category, or template spaces for a set period of time (say, 1/2 hour)
###The power to block ''anonymous'' users.
##The powers of a senior administrator will include all current powers, plus the power to temporarily suspend the administrative powers of a regular administrator.
#Timing:
##A user will have to be an admin for 30 days before applying to become a senior admin (although no admin would have to apply to become a senior admin if they were not interested).
#Mentoring:
##Every new administrator would be assigned a senior administrator as a mentor; a watchlist-like function would be created so that the senior administrator could check on their mentee's use of admin powers.
