Does sugar qualify for inclusion on this list? I haven't checked lately, but when I was in college in North Carolina, people buying more than about ten pounds of sugar at a time had to sign a book, the same as you had to do when you bought cough syrup with codeine in it, because large quantities of sugar could be used to make moonshine.
