'''Elizabeth "Lizzie" Devine''', often just referred to as '''Lizzie''', is the overprotective girlfriend of [[Numbuh One|Nigel Uno]], the leader of Sector V of the [[Kids Next Door]] organization.  Although it does not seem like Numbuh One likes having Lizzie as his girlfriend, this is proved innacurate as he has a picture of her on a wall next to his bed so the people who do not like the relationship between Lizzie and Numbuh One know that if they don't like it, they have to then deal with it, since it is rumored they have a future together. He was also angered when class president James "Jimmy" Nixon McGarfield rewired the  [[YesDear 5000|YesDear 5000]] machine, more commonly referred to as the "Boyfriend Helmet"  to work on Lizzie to make her his queen because he had a crush on her. In the same epidsode, Operation S.N.O.W.I.N.G., Numbah One said "I want to spend christmas with my girlfriend, Lizzie". Just before he was trying to save her, Numbuh One acted like he did not think of Lizzie as his girlfriend because his fellow classmates made fun of him about having a "annoying girlfriend", since Lizzie is always embarrassing him in front of everyone. Lizzie is always either embarrassing or infuriated at Numbuh One one because she is extremely overprotective of Numbuh One. She also worries that Numbuh One might try to break up with her, so she does everything in her power to prevent it. Lizzie often calls her boyfriend "Nigie". Her parents or other family members have not yet been seen or mentioned in an episode.

Lizzie has been involved in the following KND missions: Ops L.I.Z.Z.I.E., Q.U.I.E.T., D.A.T.E., C.A.K.E.D.-T.W.O., L.E.A.D.E.R., N.U.G.G.E.T., P.O.O.L., [[List of Codename: Kids Next Door episodes (Season 4)#L.U.N.C.H.|L.U.N.C.H.]] (she went on that mission alone), S.N.O.W.I.N.G., F.E.R.A.L, H.O.L.I.D.A.Y, R.E.C.E.S.S., and H.A.M.S.T.E.R. Her next appearance will be in Op G.I.R.L.F.R.I.E.N.D.

Twice in the series, the machine most associated with Lizzie was seen, the [[List of Technologies of Villains in Codename: Kids Next Door#YesDear 5000|YesDear 5000]], more commonly referred to as a "boyfriend/girlfriend helmet". In Op L.I.Z.Z.I.E., Lizzie first used the machine on Nigel to make him her obedient [[love slave]]. The second time was in Op S.N.O.W.I.N.G., when the [[Jimmy McGarfield| class president James "Jimmy" Nixon McGarfield]] rewired it to work on Lizzie to make her his queen because he had a crush on her. Jimmy's assistant, Anna Worthington, was jealous because she loved Jimmy and helped Sector V rescue Lizzie. Lizzie's disgusting [[soup]] made the helmet go haywire, and Lizzie was freed. Lizzie is short-tempered and can be mean. She doesn't seem to like Numbuhs 2-5, and just wants Numbuh 1 to leave his friends. Some fans are bothered by this character and believe another female (Often another operative) would be better suited together than Numbuh 1 and Lizzie, since Lizzie is often bossy and prone to pushing Numbuh 1 around, along with occasionally and offhandedly insulting him too. She has been a villain in Ops L.I.Z.Z.I.E. and H.O.L.I.D.A.Y. She saved Sector V in Op C.A.K.E.D.-T.W.O. She is also friends with Numbuh 10, Numbuh 1's cousin. She wrongly originally thought Numbuh 1 and Numbuh 10 were dating.

In Op P.O.O.L., Lizzie had an aggressive and overbearing evil counterpart named [[List of minor antagonists in Codename: Kids Next Door#Destructively Nefarious Kids|'''Eizzil Enived''' (Lizzie Devine spelled backwards)]]. Eizzil Enived isn't that different from Lizzie. Eizzil has an ex-boyfriend, Negative Numbuh 1.

In Op D.A.T.E., Lizzie would have been given the temporary numbuh of 49 if she helped with a mission. It is unknown if she gained it.
