Nigerian citizens have been unable to get visas in HK since Nigeria extended diplomatic recognition to Taiwan, US citizens were blocked after the US began requiring fingerprints from Chinese travellers, and visas became difficult for nearly everyone around the time of the 2008 Beijing Olympics. In general, it is more certain to apply  before departing for China.
