This generates a link to a file on [[Gerrit]].

The goal is to avoid ugly URLs in wiki text like
  https://gerrit.wikimedia.org/r/gitweb?p=mediawiki/extensions/examples.git;f=BoilerPlate/README;hb=HEAD
(contracted; show full)produces
