::::I have worked as an administrator of another wp for a long time but we have never blocked any people or deleted their comments by just using other languages as far as they did it in good faith not on the purpose of trolling. The situation is same even in the en-wp as far as I know. If you want a common standard, then as I said, have meta draw up an official cross-project policy with a list of languages that must be accepted, punishments and sactions for non-compliance, and a list of stewards that will enforce these rules without prejudice across all projects and against anyone and everyone.
