Prof. '''Ndoc Luli''' ( born in Shkoder, [[Albania]]) founded the Geodesy Department at the University of Tirana.

Luli attended the Jesuit primary school in his native city before leaving Albania for military studies in [[Italy]]. He studied at the [[Naples]] Military School with other children from royal European families. He has also studied in the city of Parma. 
He graduated from the Military Academy of [[Modena] and from the Military Geographical Institute in [[Florence]], Italy. Luli developed many maps for Italy. 

During his professional career in Italy, he was part of the Italian Finance Police ({{lang-it|Guardia di Finanza}}).

After World War II, Luli decided to live in [[Tirana]], Albania. There he founded the Geodesy Department at the University of Tirana. Prof. Luli was specialized in the field of Oceanography, awarded by the Academy of Sciences of Philadelphia. 

He was a fluent Italian and French speaker. 

He was married in Tirana and had two children.
