Pavli Petro Terka  Minister i jashtem i qeverise se Esad Pash Toptanit, tetor 1914- shkurt1916.Pavli Terka e shoqeroi E.P.Toptanin edhe ne Paris, ne Konferencen e Paqes në Paris 1920. Pavli Terka ishte durresak. Perfaqesues i aristokracise tregtare te Durresit dhe vecanerisht i popullsise ortodokse( vlleh ) te këtij qyteti ku ajo popullsi( pra ne qytetin e Durresit ) zinte mbi 40% te nr.pergjithshem. Pavli Terka me parë ne vitet 1909 e ne vazhdim ishte kryetar i Kryepleqesise ortodokse te Durresit dhe Tiranes, si dhe Nenkryetar i Shoqates "Bashkimi" te Durresit.Me vrasjen e E.P.Toptanit pushon edhe veprimtaria politike e Pavli Terkës. Ai vendoset në Korfuz ku merret me tregëti deri sa ndërron jetë më 1943.
