I'm also a native portuguese speeker and I must say that in the northern part of the country it's often used.

I also would like to remark that it's wrongly written. In portuguese grammar after the letter 'n' in a word you can't use a 'ç'. To produce that sound you must use the letter 's'. So desenrascanço (as it is in the title) should be written DESENRASCANSO.
