2005ൽ ഈ ബില്ലിന്റെ കരട്  തയ്യാറാക്കി. പ്രാതികൂല സാഹചര്യങ്ങളിൽനിന്നുമുള്ള കുട്ടികൾക്ക് സ്വകാര്യസ്കൂളുകളിൽ 25% നൽകണമെന്ന ആ ബില്ലിലെ നിർദ്ദേശത്തിന് വലിയതോതിലുള്ള ആക്ഷേപങ്ങളാണ് നേരിടേണ്ടിവന്നത്. വിദ്യാഭ്യാസത്തിന്റെ കേന്ദ്ര ഉപദേശകസമിതിയുടെ ഉപ കമ്മിറ്റി ഈ നിയമത്തിന്റെ കരടു തയ
