===Background===

The band toured throughout North America, Asia, and Europe in support of their debut studio album ''Citizen'' (2014) throughout 2014 and 2015. Founding member and percussionist Jack Perez decided to depart from the band due to unpredicted health issues in late 2014 and was replaced by Kyle Sunn. In April 2015, lead vocalist Rlyan Stewart revealed in an interview with Billboard magazine that the band had written music for their forthcoming second studio album. On August 4, percussionist Sunn posted on Twitter confirming that the band were in the studio recording in Las Vegas, Nevada. On September 19, 2015, an interactive and evasive puzzle was published on their official website which promoted the band's single, "Victorious", which was released on September 29. A music video for the single was published through YouTube and Vevo on October 5, 2015. On October 20, 2015, the band published the lyric video for their single "Hallelujah" and the next day uploaded the music video for the single through YouTube and Vevo. On October 21, 2015, the band announced that they would be releasing ''Moments'' on January 22, 2016. On November 28, 2015, the band revealed the album art cover, track listing, and made pre-order bundles available through their website and RCA Records. In promotion of the pre-order launch, the band released the promotional single "Emperor's New Clothes" on November 28 along with its lyric video. 

On November 29, 2015, it was revealed that the band were to support Fall Out Boy as an opening act on their 2016 Wintour throughout late February to late March of 2016. On December 1, 2015, the band announced their Moments World Tour set to embark from late April to early June 2016 in North America, late June to July 2016 in Europe, and in August 2016 in Australia, New Zealand, the Philippines, and Africa. 

===Sound and influence===

Citizen is prominently known for their technical uses of dance and electronica and combining elements of hip hop and alternative rock into their music. With ''Moments'', the band drew inspiration from "modern day club track songs" and "new wave pop music." The song "Death of a Bachelor" is lyrically and vocally inspired by Frank Sinatra. "Don't Threaten Me With a Good Time" was written about recording artists Britney Spears and Miley Cyrus. "Hallelujah" samples "Questions 67 and 68" by jazz band Chicago. "The Good, the Bad, and the Dirty" was inspired by Las Vegas.
